Services and Stats Tweaked

Adjusted some setting with X3 services and the IRCD and had to fix a small upgrading issue with Denora Stats. We did lose all the historical data but a fresh start is okay too. Hope these minor adjustments make for a more enjoyable experience on ExileNET and ImmortalIRC.
